The Social Welfare Development Programme (SOWED) was set up in 1998 in Ngong sub-district and is registered with Kajiado District Development Office and the registrar of societies to share information, experience, ideas and strategies among actors and stakeholders working to combat gender based violence and HIV/Aids through communications, networking, training and advocacy so as to promote the rights and welfare of children and women among the poor and marginalized communities in Kajiado, Narok and Oloitokitok districts.

SOWED OVC capacity support project was launched at the Karen’s Safari Blixen Hotel in June 2005 following several strategic planning workshops held on various dates and bringing together key role actors and stakeholders in children work in Ngong sub-district under the banner of the Coalition on Orphans and Vulnerable Children (COVUC). SOWED is governed by a constitution, governance and administrative structures that include a nine member board of trustees and a secretariat which implements SOWED’s activities and is headed by a programme manager who reports to the Executive Director-OSCAR Foundation.

SOWED is hosted by the OSCAR Foundation Free Legal Aid Clinic Kenya (OFFLACK). OFFLACK has been key in providing legal and medical aid to children, women, people living with HIV/Aids and prisoners besides promoting legal literacy and human rights watch in Kenya. OSCAR foundation has a network of 30 doctors, 150 lawyers and 4000 paralegals providing legal literacy, human rights watch and medical and legal aid across the country. The organization was instrumental in the development of the children’s act and translation of the Kenyan constitution
